Lucerne levies a transfer tax that belongs jointly to the canton and the communes: the commune assesses it and keeps a share of the proceeds — a revenue split, not a communal surcharge, as is often assumed. There is no relief for owner-occupiers; only transfers below a statutory de-minimis threshold escape the tax. Buyers can pick their notary freely, but the cantonal tariff fixes the fees strictly — deviating upwards or downwards is prohibited. The land register charges the classic per-mille fee with a floor.
